New Build Stopped Working

I built a new PC on a microATX platform. Here are the configs:

ThermalTake LANBox Chasis
ThermalTake ToughPower 650W PS
ASUS P5K-VM Motherboard
Intel Core2 Buo E6550 Processor
GSkill 2x1 GB RAM
XFX 8600 GT GPU

I had the rig up and going. OS Installed and even gamed a little.
When I press the power switch, the fan on the power supply and the CPU start spinning and them shutdow. Then 3-4 seconds later it tries to startup again and then shuts down again. I have to pull the plug on the plug on the power supply to get it to stop.

Any ideas? I have tried a different power supply and got the same result.
Fired motherboard? Fried CPU?

Any help would be appreciated.

motherboard would be my first guess since you've already swapped out your PSU.

I've never encountered something like this before.

I narrowed the problem down to the motherboard. I tried different CPU and RAM with nothing else on the mobo and still nothing.

I am sending the mobo back to newegg for a replacement.

Update: I did not keep my packaging, so newegg will not take it back.
I have to go directely to ASUS to get a replacement.

Also, when I tried to contact ASUS, Chinese New Year was going on and they were shutdown.
They will not be back till Feb. 13th.

I had to get a replacement mobo from them to about a year or 2 ago. They were really fast with it.
