Yeah, I'm fairly sure.
Celeron M CPUs should all be upgradeable to Pentium M CPUs. They have the same pin layout and power requirements- the major difference is that Celerons are typically at lower frequencies and have no power management capability, while Pentium Ms do have that capability and have higher frequencies.
if the original poster has a banias-era processor (circa 2003), then the best would be a 1.7 Ghz Banias codename Pentium M
But if it's based on Dothan (as I assumed), then it should be compatible with any of the processor models I listed.
Now it's always possible that the manufacturer of the specific model in question soldered the processor directly to the motherboard, but it's more likely that the CPU can be replaced.
Graphics cards, on the other hand, are a totally different story. It's next to impossible to replace on of them on most notebooks!
