Windows Service Pack 3

Is Windows Service Pack 3 out yet? I googled it and supposedly downloaded something from the MS site but only a little program downloaded and when I click to run it it says this is not a valid Win 32 application! Is this a conspiracy by MS to keep us away from SP3 and get Vista?

Anyone got a good SP3 download link that's authentic and not a Trojan infested one?
