Microsoft holds back automatic release of Vista SP1 and XP SP3 due to Retail Management System glitches.

Since the bug with both SP1 and SP3 can cause data loss and corruption in Microsoft Dynamics RMS databases, Microsoft is playing it safe until it has a fix while also enabling users to still download the updates, but through free will alone. Currently, there's no info on when Microsoft will resume Vista SP1 automatic updates or officially release XP SP3.
