How to use VGA out adapter to RCA TV input?

I have a Dell Latitude D610. I have a VGA to RCA adapter like the one shown below, but when I plug it into the TV and press Fn+F8 I don't have any other options but the laptop screen.

Does anybody know how to get it to output my screen on my TV?

i know of many users with this type of adapter - and it aint working!
what you need is a "converter", not an adpater

Hi, thanks for the response. Do you mean that with this particular laptop model I need a "converter" as opposed to this adapter cable, or are these cables useless on ANY laptop?

useless to all laptop models that i've known (owned or worked on) of, so far.

I think(!) they're made for certain projectors that have S-Video out, but instead of making a S-Video connector, they made it go through the VGA output and require an adapter like that.

Thus, useless on 99,9% of all VGA outputs.
