Does lower Clock Speed = Lower temps?

I have a 8790 and I really don't mind the fan noise, EXCEPT when I'm at work\library. I work in a fairly quiet and studious environment and my laptop fan is a constant distraction as it revves up every 5 minutes.

I use only Vim, webbrowser and prehaps instant messenger. I don't need the computer to zoom, I tried using CPUID's util to underclock the cpu but the temps still soar. I want this thing on the lowest fan setting all the time and then when I get home let it roar when I play UT2004 or something (where I don't even notice it).

Is there a solution for me?

It sounds like the new BIOS they have in testing right now should solve your problem. The new one is supposed to keep the fans running at a steady rate and when you want to game or do other intensive activities you hit Func+F10 and it goes into full blow mode and stays there.

Yes/No.

The temps will be lower for a "point in time"; however, the fans are set to go on/off at a preset temperature. So, even though the reduced clock speed will cause the CPU to generate less heat, the actual temperature (internal) of the unit may not be any different than when it was not "underclocked".
