Vista permission issues

Ok so I'm trying to make some file changes and Vista keeps telling me that "I don't have sufficent privileges" or something like that. Keep in mind my account is an Administrator and I do have User Account Control turned off. Any ideas?

Right click the file and run as administrator...

Didn't work but I tried to access the files from somewhere else and that worked so problem solved.
