3 orange blinks on battery light Inspiron 8200

I am looking to buy a used inspiron 8200. The problem it has is stated as follows: "Motherboard damaged by electrical surge. Repaired, but stopped charging batteries. When batteries are inserted, orange LED flashes 3 times on LED panel. Perhaps easy fix to motherboard or DC charging board"

If anyone has any suggestions as to what the problem is or what specifically the orange blink code means I would most appriciate it!

Could just be the DC Power board. Fortunately on the 8200 it's a seperate component that's under the video card on the motherboard. I think these run like $25-$30 That might fix the battery charging issue.

If they are only $25 to $30, I'd just get a new one and replace it. If the problem goes away, then you know it is the DC power board.
