Inspiron 9400 won't turn on!!

Dell Inspiron 9400
2Gb Ram
Nvidia 7900GTX 512mb
Core2Duo t7200
Dell PA-13 130w Power brick

I have recently replaced the motherboard, sound never worked and installed the 7900GTX video card, 3 months ago.
The system started bogging down, CPU was at 100%, i closed all programs and shut down the machine. now it won't turn on.
When I press the power button it lights up for 1sec then turns off...

any ideas, CPU or Motherboard...
