Is the vista oem key language specific?

Thinking of getting a small laptop.

The problem is that it comes with norwegian vista premium filled with HP bloatware.

You can burn recovery discs, but the bloatware will be on it.

I noticed i have the english "upgrade anytime" dvd, will the same key work?
