Inspiron 9300 won't boot

I have a Dell Inspiron 9300 and it's been having problems for about two weeks now. When it does run it eventually freezes after an odd noise, then there will eventually be a very loud BEEP and it shuts off immediately. Then if I try to restart it, the LED's will light up for about five seconds, but the computer won't turn on. I have opened it up and cleaned it out of dust. For some reason each time I open it up then reassemble it, it will boot up. But then after about 10 minutes the same problem occurs. Can anyone help with this? Any ideas what is causing this?

I've tried reseating/replacing the RAM modules, cleaning it out extensively, and reseating the CPU and GPU. Nothing has worked. It will no longer boot at all now.

Did you notice if the fans were working ?

Or manage to get a Temperature indication

Yes when it would boot the fans would work. And using Speed fan I could get a core temp reading, but no GPU.
