Just curious... it seems to be that no matter how powerful the system... the game will never look better than it does on a console... is that incorrect?

um no...... just the opposite

Most upper mid and high end gaming pc's blow the doors computationally off consoles!!!! So if you plug a really good gaming pc/laptop into a high def big screen tv with good surround sound, it will undoubtedly look better if you do a side by side with the same game on a console. That said, the difference in grfx between console and pc for say a fast pace fps is not as discernable during a high pace deathmatch as if ur just doing side by sides. There are a plethora of pros and cons for each platform that dominates the other (pc=better grfx, console=better array of content).

But in the end an expensive enough pc can outperfom any console grfx wise, but imothe increased boost in graphics really only makes a small handful of games on pc a better experience just because its got better grfx, its not like going from cartoon to photo realistic. So if you like a game, it will be suitable on either platform grfx wise, then it will come down to other things, like a gaming laptop is more portable than a console, but consoles have ALL the fighting games, or controller preference KB/Mouse or dual analog etc....
