Bluetooth gone?

I reformatted my vostro 1400. I found the drivers on the dell site and downloaded it, ran the .exe file and it gets to the point where it says activate bluetooth using fn+f2 or radio on/off switch.

fn f2 doesn't work
i'm assuming radio switch is the wireless signal switch which i tried and doesn't affect anything

so how do I reinstall bluetooth?

Tried going back to previous driver from within the device manager?

does bluetooth not turn on/off OR you dont get the visual indicator that you used to have?

reason i ask is b/c i did not reinstall dell tools (quickset) and i no longer have the pop-up for enable/disable for my wireless, but it still is actually doing it.
