Insert your Dell windows Vista DVD in the optical drive of the system. When the Dell logo screen appears when you start press F12. Select the Optical Drive to boot from and the install process should start.

Well, I did that but when I click F12 I have this menu comes up:
Internal HDD
CD/DVD/CD-RW Drive
Onboard NIC
Bios Setup
Diagnostics
And no optical drive.
Thanks

since you are trying installing XP, you need this sata driver to help XP recognises the hard disk. Or if the bios has an option to disable AHCI support, you can use this before trying the installation

The option you want is CD/DVD/CDRW Drive. Optical drive is a catch-all term for disc drives that read and write using a laser. Make sure to keep an eye out if the computer says "Press any key to boot from CD....."

As qhn mentioned in his earlier post. If you're wanting to install XP (mind you alot of drivers aren't available for XP) you'll need to disable AHCI in the BIOS. I don't have any newer laptops sitting in front of me, so you'll have to dig for it.
