It's very hard to say because performance will vary significantly from game to game. It's always tough to compare ATi directly to Nvidia. My guess is the dual 9800M GTS will be faster most of the time especially since the Crossfire drivers aren't fully optimized in most games.
Honestly a 9800M GTS SLI configuration for $2000 is an incredibly good deal. Other factors such as CPU/FSB speed, type, and the amount of memory installed will also play a factor but if you're looking for an answer based purely on value for the dollar, I'd say the Toshiba is the clear winner with that much of a price difference assuming the rest of the components are similar.
Does the Toshiba include hybrid SLI? If it does that sweetens the deal even more. That means you're getting a third low power graphics card that can be used to run PhysX (possibly) or just to reduce battery consumption, noise, and heat when not playing games. Do you have a link to the full specs of the Toshiba?
