Vista Ultimate DXDiag and User Permission Confirmation Dialog

I use Vista Ultimate. Actually, the OS language is Japanese. To make it able to use English, I download the language pack from Vista Ultimate Extras.

1. When I run dxdiag, on the tab Display, Sound1 and Sound2, the Notes part cannot be shown up. It is hidden and the dxdiag window surely cannot be resized. How to solve this?

2. Everytime I access a service / application that needs user permission, Windows will display a confirmation dialog but why does the confirmation dialog always displayed on the left side? Not screen centered? Does this have any relation with the language change? How to solve this?

3. What does the taskbar appearance? Is it transparent or not? Because I saw it when Windows is loading, first it will be transparent and then it change onto solid.

Are ALL these issues happening AFTER the language pack installation?

The dxdiag is SURELY after the language pack installation because when I go to computer store and see the notebook they offer is fine. It still use Japanese.

I am not sure about the user permissions and taskbar. But as I can remember, since first time I bought this XPS, it has been not transparent. What is the true condition of the user permission dialog and the taskbar? Are they centered and transparent or not centered and not transparent?

How to solve these?

Not so sure how to "specifically" answer you on theses. If you feel that the other same models work correctly, then a system restore would do you justice. My Vista Ultimate is centered and non-transparent, to your 2 questions.

Have you tried to move the dialog into the center, restart the comp and see what happens after next start?

Not sure about DxDiag, since I do not have the language pack on my comp.
