Are XPS Notebook Hard Drives proprietary?

I wanna get this for my M1530

Because Dell rips you off on their website for a drive that is more expensive and less capacity.

It looks like my drive that came with the computer fits directly into my notebook with a special cover-like thing. Can that cover come off, or is it a proprietary hard drive?

you should be able to use that drive in your notebook

No problems, all you have to do is detach the little plastic cover/handle and bolt it onto the new drive. The screw holes are standard HDD thread.
