Low Hard Drive Performance?

My HP (see sig), got 5.5mb/s in the PCmark05 XP startup test with the HM251JI Drive. However this review on toms hardware http://www.tomshardware.com/reviews/...e,1762-10.html, shows the HM250JI getting 7.0mbps. While my HP Still pulled off a respectable 3,787 PCmarks, i think it can do better if i can figure out the HD Performance issues.

Other than keeping the drive well defragged, and the working environment free of unneeded running processes and services, I don't see much of extra advantages in tools to make the most out of a "good" drive.
