XPS M1530 XP - Vsync / SpeedStep Problem. Calling all XP users!

I have this odd problem with my M1530 using windows XP. I currently mainly play WoW. . . I have installed Windows XP on my M1530. . .

So heres what I do.. I open up CPU-Z .. minimize it so that I can see the current speed of my CPU in the task bar. Open WoW in windowed mode and then play so I can see my CPU speed via CPU-Z.
When I do this and Vsync is off it is normal. Speed goes 2.5Ghz @ a 12.5 Multiplier. (using vsync option in wow to control)
When I turn on Vsync instantly the Speed starts going from 2.5Ghz to 1.2Ghz and back to 2.5Ghz ... but over and over and over, back and forth.... enough to notice while playing ... it creates stutters. I have tried everything I can think of to fix this. So if anyone has a idea please share...

(This all happens while plugged in to AC power.)

I would just disable speedstep as I did on my desktop but for some reason Dell made it so when you disable speedstep it goes to its minimal setting with no dynamics at all which is 1.2GHz .... sloooowwww.

Someone Plz help.. This does not happen in Vista... and I know these same chipsets etc are on machines that were marketed with windows XP so I know theres working drivers for all im just flat out stumped.
Also Im not liking Vista for my Laptop would rather still XP at the moment.

So, why exactly do you need vsync?

I hate tearing and its not as smooth with it off.

I know this doesn't directly answer your question but it may be a solution. I have never been a fan of vsync (I've never even experienced tearing) but I like smooth gameplay so on occasion I use the game's built-in fps limiter. It seems WoW has one too and you can just use "/console maxFPS X". Replace X with a reasonable framerate for WoW on your computer and report back in with the results. Now if you don't like my advice feel free to say so and maybe someone else can help you out.

Good idea ... I didnt think to try that ... I like ur advice. I appreciate the reply.
