This is normal. All the BIOS is telling you is that the lowest frequency the chip operates at is 1 GHz and the maximum frequency is 1.66 GHz. This is no bug as it is completely to do with the chip. Now, if you truly had a bios reporting 1.66 min and max then that was most certainly a bug since afaik, all the mobile pentiums since the pentium m have included speedstep.
Also, make sure you enable speedstep in the bios as disabling it locks the processor to its slowest frequency. Lastly, enabling "always on" (or whatever the name for max CPU frequency is in windows now) will only work in windows. It will not affect anything in another operating system or in the bios.
