DELL D800 error codes

I have a error code during POST that I can't find out what it means. The error code is OFF,FLASHING,ON. The PC never trys to power down and the Fan spins good. The PC just will not boot up to Bois screen. Screen stays black. Verifed screen is good, memory is good. (tested on another laptop)

Anyone know what this error means, and any suggestions would be greatly appreciatted. Thanks

No. No beep codes what so ever. No sound.
