You can turn it on with fn-f2 provided you have the correct drivers installed for your onboard bluetooth module. There used to be a great thread stickied to the top of the old Dell 17" forum before they made all of the changes around here, describing procedures and which drivers to use. Then the consensus was using the Widcomm drivers were superior to the Toshiba stack provided by Dell. Here's the thread. Of course you don't list what OS you're running or what machine you own making this rather difficult to diagnose.
I hope this helps.

"Fn-F2" turns on-off all radio transmission, both wi-fi and bluetooth. The bluetooth light may or may not come on depending upon which drivers you're using. Did you check out the thread I linked above? There are answers to Vista included as well as in the external forum that is linked within the body of that thread. If you're using the Microsoft drivers, I don't believe they turn on-off the bluetooth indicator light (they don't in XP). So read the thread (yes, I know it's long) but I'm sure you'll find it helpful.
I hope this helps,
