Boots up after shutdown

I have an m9750 running windows vista.
every time i shutdown the system it boots up on its own after a few seconds
when ever i want to shut it down i have to wait till it completely shuts down and i remove the battery and wait for like amin before i return it to be sure it doesn't turn on.
any ideas why this might be happening and how i can solve it?

Review your NIC properties, making sure that "Wake from Shutdown" is being turned off.

actually that was the first thing i checked and it is turned off, any other thoughts?

How did you turn off the notebook? Start Orb, then hit the shutdown red button, or menu->turn the machine off?

Check also for BIOS version?

Boots up after shutdown

Hi ICEMAN804, your sysetm may be perceiving some type of system problem causing it to restart (you may also want to check your event viewer). Try disabling the Automatic Restart option in Windows Vista:

Here's How:
  1. Click on Start and then Control Panel.
    Tip: In a hurry? Type system in the search box after clicking Start. Choose System from the list of results and then skip to Step 4.
  2. Click on the System and Maintenance link.
    Note: If you're viewing the Classic View of Control Panel, you won't see this link. Simply double-click on the System icon and proceed to Step 4.
  3. Click on the System link.
  4. In the task pane on the left, click the Advanced system settings link.
  5. Locate the Startup and Recovery area and click on the Settings button.
  6. In the Startup and Recovery window, locate and uncheck the check box next to Automatically restart.
  7. Click OK in the Startup and Recovery window.
  8. Click OK in the System Properties window.
  9. You can now close the System window.
  10. From now on, when a problem causes a BSOD or another major error that halts the system, the PC will not automatically reboot. Rebooting manually will be necessary.

ok the issue is hapening whether i shut down the PC the the windows shutdown or by holding down the power button.
i have unchecked the automatic restart option in the startup and recivery sextion with no luck
i have reupdated the BIOS
double checked that nothing is enabled to wakeup the pc ex. NIC
i even threatened my laptop in a firm yet gentle voice with no luck
