Yes, it happens. But it is more complicated than that, is not just a matter of a 2 or 3 prong adapter, you also need to take into consideration the quality of your electrical installation (my house has 3 prong outlets, but the third prong isn't connected, so it is useless).
One day I was fixing a desktop computer, and I got way to close to the chasis to reach a cable and my lips touched it (the chasis) and I got an electrical discharge, it was funny.
And my ex-gf's laptop (it was a Compaq) also had some weird behavior when connected on my house, the lid and some other plastic parts became "electrified", if you swept your fingers through those parts you could feel a weird sensation, it was actually kinda hard to swept the finger, but unplugged it was pretty easy, no strange sensation at all.
