Dell Inspiron 8600 processor stuck at 600MHz

I have a Dell Inspiron 8600 that was given to me. I am running into a problem that I can't figure out. My processor is stuck at 600MHz. I have speedswitch installed and have it set to maximum performance. I also am reading my CPU stays at 32 - 38 degrees depending on load. The problem is my multiplier seems to be 6x instead of 15x. CPU-Z reports 100MHz Bus speed with 6x multiplier. What can I do to get the full performance out of this processor? Is this a known issue with a fix? Thanks for any help given.

Make sure SpeedStep is enabled in BIOS.

Find and install NHC (Notebook Hardware Control) and configure it.

Thanks, that did the trick. I had turned it off when I first started playing around with speedswitch. Setting speedswitch up properly and turning speedstep back on in my bios fixed everything. Now when the dell is plugged in it turns on with 1.5 ghz as advertised. Thanks for the suggestion.
