as far as all the functions of the site, for the basic vBulletin stuff (not our additions) you should be able to change your language in the UserCP. as for what is being said on it, unfortunately this is an English-language forum, you would have to use some sort of machine translation site to be able to read the posts in other languages.

Try using Google Translator or Microsoft Translator with the browser. Not quite 100% but it works wonder for a rough translation.
