If I format my system with Windows 7, THEN get the second drive, do I have to format that drive only? Or do I have to do an entire re-format?

If you go with a RAID setup then yes you will have to redo it.

You know I was thinking about some stuff over the weekend and had a question:

1. How much faster is a 256GB SSD over a 2x250GB Raid 0?

I am thinking about buying the 256GB SSD from Dell directly, seems pretty cheap.

If I get the SSD from Dell, its covered by my complete care warranty right?

1. Nearly twice as fast.

If you call and tell them it's specifically for your M17x it will be part of the warranty of the machine.
