T 1616 wont boot maybe cpu burned? help plz

My problem is that the laptop will not boot or anything. There would be time where i would go press the power button and the dvd drive would make noise as if it checks for a cd and usually then the hard drive light comes on and the computer boots. But there were some times just the dvd drive noise happens but drive light doesnt come on nothing on the screen comes on but after a few seconds the cpu fan turns on. And thats what its at now so i decided to open it up and boy were the HS vents were clogged.so i cleaned the fan and heat sink vents with some compressed air. and all clean and tidy but its still not booting. My best guess is that after many failed boots and the overheating the cpu might have burned out? Ive tried reseating the ram, taking the power plug off and battery out and holding power button down for 30 secs then putting the battery back in and plug and still the same result.hopefully someone can help me solve this. Anyone with any thoughts, suggestions? Thanks in advance. btw cpu is an amd turion tl-58 the laptop on the bottom says model w350a i know its a t series just not sure which one. could be t 1616 but not sure at all.

Give it one more shot with only the AC Adapter, no battery, after clearing out the static with the 30secs power button hold down.

cheers ...

no go.

yea i just finished trying that. so then i replaced the thermal paste. this time using arctic silver and still same results. here im including pics of the cpu before i reapplied the paste. should i be worried about the black ring around the cpu? i also included a small video clip of what it does when i press the power button. is there other things i should look at maybe the gpu. then again im not sure where it is located any suggestions?

in this clip you can see the all the lights blink then the dvd drive light and usually the hard drive light would blink and it would boot but as you can see that doesnt happen now. but the cpu fan does come on and hard drive does spin.

After watching the clip, yes, I would take Saugen's advice and at least:

. reseat the drive, or
. replace the drive or
. try booting up with an installation CD

cheers ...

I think HDD is a good suspicion. It could be anything at this point. You need to try diagnosing. While I am not 100% HDD at this point, swap to rule in or out. CPU failure is not very common so if not HDD I go MoBo first. CPU's are built like steal. Not that can't be but not my first suspect.

yea i figured as much. i just bought a new hdd for it so thats not the problem. damn i hate to know that i need to replace the mobo. am i going to have to take it to a pro and have them look and see if the video processor is the culprit?
