Can't do System restore

I was trying to do system restore and got error that disk OS C: has errors, and that "Windows has detected file system corruption on OS C:. You must check disk for errors before it can be restored"
I also got error when I tried to install Adobe flash player and it said something about needing to do check disk. I can not do check disk. I tried running in both regular mode and safe mode for check disk (chkdsk /f) and it doesn't run on restart (it is supposed to be scheduled to run on system restart).
I also previously got error about Java having corrupt files.

When I click on the download link for Windows Vista Recovery Disk it just takes me to a page with characters that don't make sense (i.e. •‰Á±rïo½«sÔ“ËÁÖ³u¦¯"ˆˆªÉÉ8¨F¤äRŸr÷O,c#£¼OóÀ ) with no download option.

Most of Windows Recovery Disk downloads on the net are torrent based, hit and (more) miss than anything else. I recommend that you borrow an installation disk somewhere and use the COA key on your comp to perform a clean install.
