Compaq C500 Booting Issues...... HELP!!! TOOK TO SHOP NO HELP WHATSOEVER!!

so i just recently posted a disscussion on this model and i recently took it to a repair shop, at first they wanted $180 to fix it, which was ok, then they told us it needed a new harddrive, so it would another $100 more, so we went and got it from them without any work being done... now i have no idea what to do i just spent $200 to buy the thing and now its broke.
Symptoms:
Turns on to the windows recovery failure screen, push enter to continue to start windows and it trys to start up, it goes to the windows screen attemps to load for a second, then flashes a blue and shuts off and repeats the process. any help is greatly appreciated!!

Are you starting with the OS disk in?

os disc? im not quite sure but as far as i have read the disc drive has gone bad so i cant put a disc in... when i push the eject button it doesnt come out, i have to manually eject it with a small screwdriver, the light lights up when a recovery disc is put in but nothing happens....

When things like what you describe. We recommend you boot with OS disk. If not possible so be it. Not good. Also further instruction without optical drive is not good. Post back as we do want to help. But I guess hard to suggest reinstall OS without optical drive?

Yeah it's not possible to start with os disc in or any discfor that matter unless I open it with a small screwdriver manually... And even when I do that nothing happens.... What is this os disc I are talking about? Like the recovery disc????

Ran another test come to find out that # 2 and #7 are bad on the harddrive...
