PSM30C-7100K won't boot

NBF,
we have a M30 model that won't boot or even go to the F2 screen.
how might we proceed?
Thanks in advance for any suggestion or advice.

We will need more than just "won't boot". How about were any lights on? Any noises? Did it shut down after power button is being pressed? Drives behavior? When/how did this happen?

This laptop turns on and the HDD does not seem to spin.
There is as a message 'press' [F2] for Setup or [F12] for boot selection.
It looks to be setting up (loading) - it never does. So we have pressed [F2]and we have the BIOS but there is nothing to select that allows for changes so we exit and then it attempts what appears to be a network connection. This always fails and we are left with the message - 'Operating System Not Found'.
Having had taken the battery out and leaving the computer along to discharge, just in case it is built up with a static charge, we still are not able to proceed forward.
What else can we attempt. Should the HDD be removed?

Yep. Sounded like a bad drive, I would go that route first. Can you boot up with an installation CD?

Here is more to what is happening -
We are getting this:
'System Error'
0201: Failure IDE #0
0203: Failure IDE #2
Do you want to run Setup?

this is a loop it goes NOWHERE and selecting Setup only results in:
0201: Failure IDE #0

What does anyone make of it?

These messages came up even with an installation CD in your optical drive?

Okay, this dilemma is over - the HDD is fried. On to a new laptop -
