While I understand the use for a new OS, what's the purpose of having a public beta for a service pack?

I guess they just want to be sure that bugs (if any) can be found and reported in the public domain, better than in a lab environment. Especially for Service Pack release, you don't want to have to come back the next day and release a "fix"

But it can be also that they want to keep a deadline of "promising" a Service Pack in July

rememember, service packs arent just rollups of the Windows Update releases, they also package together all of the hotfixes released in that time as well (of which the spreadsheet detailing them indicates there are 456 included in this release). theres a reason MS normally has you contact them explicitly for a hotfix, because they fix a lot of very narrow scope specific bugs, but could expose new ones at the same time once they start playing together. with the literally bajillion differnt kinds of hardware/software configurations out there, they cant possibly test that all the hotfixes+updates will hold together in every situation, so they release it in beta so a lot more sample data can be gathered than in their small sets of environments

especially with the high incubation period they're giving this one:

Ah, okay. And you can't really blame them for the incubation period. They got burned so much with Vista (and with several AMD users getting bluescreens after updating to XP SP3) that they really want to make sure absolutely everything about Windows 7 stays as rock solid as possible.
