Dell Latitude D800 - Pentium M processor stuck at 598MHz

Hi I have a Intel Pentium M 1.7GHz processor and it's stuck at 598MHz instead of it's full speed. I already disabled Speedstep and have SpeedSwitch XP on my computer. Also my power scheme is set to SpeedSwitch control. I really have no idea what's wrong with it, could somebody help?

Your notebook model? Try a BIOS update?

I have a Dell Latitude D800, sorry for not including that, I thought I did.

I just performed a BIOS update from Dell and it's now at A13 which is the most recent BIOS for my model. Anything else?

Try re-enabling Speedstep. If it's disabled it tends to get stuck on either the maximum or minimum setting and it's hard to predict which one.
