Precision M6500 won't recognize all parts of docking without reboot

This happens when the computer has been used out of the docking and then either is put directly in or has been in sleep or hibernation in the meantime. I connect it, and the display ports work, and so does the LAN port (I think...). But the USB ports do not work, so I have to reboot the computer before they are recognized. A search for hardware changes doesn't help.

It doesn't happen more than maybe one in five or ten times, and it happens with three identical dockings, so it's not a hardware problem in the docking stations. I don't think it's a hardware problem in the computer either since the USB ports are recognized at once after reboot. I can use the USB keyboard to go into the BIOS. I use 64 bits Windows 7 Ultimate, if it matters.

Check and see if the USB controller is being set as "not powering down to save power" and try with the dock plugged (powered on) in first?

Thanks! I always keep the power cable plugged in to the dockings, so it's not that. But all the "USB Root Hub" and "Generic USB Hub" had "Allow the computer to turn off this device to save power" ticked, so I unticked it on them all, and we'll see if that helps. Like The Terminantor I'll be back...
