I would first give the notebook a good clean up and applying new thermal paste. This exercise would give you the chance of removing and reseating hard drive and ram modules. Then on with a clean system installation.

And yes, moving to Windows 7 would be (very) fine

By cleaning, did you take the hardware apart, and not just (software) clean the drive?

I'd listen to ghn. Your laptop is at least 4-5 years old now, it probably has so many dust bunnies in there that no air can flow through the heatsinks to cool anything. This forces the CPU and GPU to throttle-down and kills performance.

Carefully open-up your base then use a can of compressed air or an air-gun and spray clean the inside of your machine. Pay special attention to the fans and heatsinks. While you have it apart it's a good time to apply some high quality heatsink grease (like Arctic Silver). This can be purchased at your local Radio Shack for under 10 bucks.

There is a sticky at the top of this forum (the M1710, M170 overheat thread) that details the cleaning procedure. Follow it and you should notice a dramatic increase in performance. A throttled CPU is only running at 800mhz. Compare that to the correct speed of at least 1.6ghz or higher that the Pentium-M in your i9300 should be running at, then you'll understand why you're having performance issues.

I hope this helps,

Ciao
