Dell Inspiron 1720 processor speed limited by system firmware

My Inspiron 1720 laptop is 2.5 years old. It still performs pretty well except for random shutdowns.

For each shutdown, I can see this message in Event Viewer:

"The speed of processor 0 is being limited by system firmware. The processor has been in this reduced performance state for 4 seconds since the last report.
"The speed of processor 1 is being limited by system firmware. The processor has been in this reduced performance state for 4 seconds since the last report."

Is there anything I can do? Is this something that can be fixed with a firmware update or is my hardware dying?

I use Windows Vista Home Premium SP2

I forgot to mention the error message in the reliability and performance monitor:

Miscellaneous failures:
Failure Type:
Disruptive Shutdown
Version:
6.0.6002 Service Pack 2
Failure Detail:
The computer was not shut down properly.

I would recommend that you back up personal data and give the notebook a clean OS installation.

The error pertains to PCI Bus Management (Active State Power Management - ASPM) - a clean OS installation with all drivers update would eliminate the software error part, then we'll see.

I finally found the culprit: an old version of BOINC/Astropulse. After updating to the latest version, the problem was resolved

I thought I should post this here in case it saves someone else some headaches!
