Homeowner Jen Forrest of Durham, North Carolina was surprised when she saw a notice on her car parked in front of her house, which said her car would be towed if a second notice was issued. A new homeowners association (HOA) rule had recently been enacted prohibiting owners from parking on the street unless they have a permit. Forrest said, “Right now, visitors can park in front of my house, but I cannot...It feels like an oppressive controlling situation.” Cross Timbers' HOA board member Mary Lou Barlow, said that the new rule was implemented because cars parked on the street were blocking utility trucks from passing and they couldn't pick up trash. The issue was discussed for months and the board solicited community input. Forrest still feels that the HOA rule is taking their power too far and that she'll continue to park where she wants. Later, the board told Forrest that if she applied for a permit and could get approval from all the residents on her street, the HOA would approve it.
