Dell inspiron freezing every few seconds...

Hey guys my brother got a Dell Inspiron for christmas, brand new.
I always knew there was something wrong with it, it always freezes for a couple seconds when running every program, this isn't a ram issue because I checked the background processes. I'm about to Disk Defrag it but I don't think that will work because he's had this laptop since christmas and it's always been all glitchy and pausing / freezes every 10 seconds or so.

This problem gets worse when we play non - demanding games like Sims 2 on it, it freezes every few seconds, but runs fine when it's not freezing, plus everything is on low.

I'm pretty sure the specs are

Intel Pentium T4500 @ 2.30GHZ
Intel Chipset Express
2 GB RAM
Windows 7 32 Bit (I think)

Those specs are more than enough to run Sims 2 on low graphics, I know because we've ran it on a crappy old computer we have with 512mb ram and bad graphics card, it ran perfectly.

So, what would you guys suggest I do for this problem? It freezes often and I don't know what to do!
Should I reinstall windows on it?

Review and disable un-needed startup processes and services, replace the stock antivirus app with a free one like Microsoft Security Essentials first.

Sorry qhn but I've already done such things, I have Malwarebytes and I believe it had Microsoft Security Essentials but it was no factor, plus there are never any processes running but I'll try and disable the startup and see if it helps, if it doesn't, would a system restore most likely work?

Did you check and be sure that no old antivirus entries are being present? Not sure if system restore would help since you mentioned that the problem was present since day one. Or did I miss anything?

Ever since the first day we installed it, I may be wrong though, I only used it after a couple weeks

Oh yeah I uninstalled McAfee and nothing really changed sad.gif

WAIT nevermind, update: it's working way better and doesn't pause every few seconds anymore winknudge.gif
