PROPER POST - Toshiba C650 Operating System Help

Hi
 
Early on I installed 2 Recovery Discs (which I got from replacing my hardrive). I started downloading a programme that had a virus (without me knowing). My anti virus came up and I got rid of it. When i restarted my laptop again it would load to Windows 7 logo then turn on. It didnt even work in safe mode :(.
 
I tried reinstalling the Recovery Discs but when I put Disc 2 in it didnt recognise and I couldnt go further.And since it needed to format the hardrive to install the new Windows 7 off the disc. The laptop doesnt have an OS as the disc 2 didnt work anyi deas ?
 
Hopefully one of you guys could help me out :)
