Keyboard mapping & applying changes

I have a problem. I need to be able to use the "~"-sign without pressing shift, but I can't figure out how to remap my keyboard with that sign. I'm using a Toshiba Satellite Pro A300 running Windows Vista Business, 32-bit operating system. I already tried to use a couple of freeware programs for keyboard mapping but I couldn't figure out how to apply the keyboard mapping changes to the actual keyboard. Thankyou, anyone, for help!!!

Hey qhn, thanks for the advice and the tip. I am still left with a problem with the keyboard. The reason I want to do keyboard mapping is that I want to use the "~"-sign in a computer game, Knights of the Old Republic 2, for doing cheats, but for some reason it won't work in the game although it does work when I do typing on ex. Microsoft Word. Thanks!!!
