ATI Radeon 3100 Drivers

So we all know Toshiba thought it'd be a grand idea to lock out official ATI updates for the GPU. What do I mean? Go to the official ATI webpage and try to install the latest update. It'll say it's incompatible. So that means all new updates for your GPU will be inaccessible. Unfortunately, this does not bode with me well seeing as the last graphics update from Toshiba was in 2009 while these updates from ATI continue to be released.

Which brings me to my question:

Does anyone have a solution to releasing the lock Toshiba has placed on us? Or better yet, does anyone know WHY they'd do this in the first place?

Toshiba is not the only one that chooses not to let their notebooks getting updates direct from graphic drivers manufacturers. Graphic drivers for notebooks are tweaked with each brand/model in order to make them work correctly, and it is up to the notebook manufacturers to invest time and effort to incorporate latest drivers.

You can always use a mod driver like Omega for ATI or LaptopVideo2Go for nVidia

What does a mod driver do exactly besides install on laptops usually locked by the OEM?

Most of the change (mod) involve adding an entry in the inf - kinda "white list" type. Still one must be careful since graphic driver works in conjunction with BIOS and chipset driver
