I can't understand why the grossly outdated Caps Lock button is still included on keyboards. These are not manual typewriters from the 60's or 70's anymore. Almost every time I hit the shift or tab buttons, the caps lock gets hit. (I'm not a professional typist).
I searched and only find registry files that are suppose to cause the O/S to ignore a keystroke using the Caps Lock button, but none of them work. On tower PC's with a separate keyboard, I dismantle the keyboard and block/disable that button (along with the insert key) by placing a piece of tape over the membrane (depending on design) which works fine. I don't want to try to disassemble a Laptop keyboard or pull the button off since I know they are a bear to put back.
I'm running XP Pro. It's a HP Laptop if that matters.

They are many that see the way you do - Google is one of them, offering their Chrome Notebook with NO "Caps" key present.
