Dell Support Site has the manual for the model. Try using that to get to the CMOS battery and reset it. Or find some service online to do it for you, short of sending it back to Dell itself to reset the BIOS

Servicetag, passwords and BIOS settings are stored inside EC (embeedeed controller,MEC5004)
Even replacing BIOS chip servicetag and password still remain.

Removing CMOS battery or CMOS reset (I think is somewhere near memory slots) will not work for password reset but could work for some setting, maybe boot order too to reset.

Contact Dell or search for Dell passwords by servicetag

Don't know and I don't want to test now if F12 works in that case.
What is your boot order?
