Dell INSPIRON 1300 problem with CPU

 Hi

I have following problem with my dell insperion 1300 with Celeron M 380. When my CPU temperature reaches 40 degrees and the fan starts, the CPU dropped to 400-500 MHz and bus speed to 25-30 MHz. Any ideas what is happening and where to start.

Time to take the comp apart and perform a good cleaning - new thermal paste would also be helpful

  Cleaned several times, the temperature does not rise above 45-50 degrees. I tried almost everything, upgrade BIOS and change the operating system does not help. At each cleaning replace the thermal paste. Even when the temperature is lowered below 40 degrees the fan continues to run and the problem continues to be observed.

What is your system configuration? I can't see well enough with your screenshot

. ram?
. hard drive size? how much left? defragged it lately?
