dell E6400 cannot unlock to write windows7 please help

I bought a used dell E6400 laptop at a flea market. It did not have power cord or operating disk. i have had it for a year before even trying to do anything with it. Now i need to use it and unable to bypass original password. I just want to wipe and write windows7. What do i do? Please help.

Where does the password stop you? At BIOS? Hard Drive? Windows sign on?

Please let me know whether you are trying to bypass the windows login password or Hard drive password as each one would be different for the system.
