laptop cpu performance (Frequency) goes down when hard working

Hi all I have a Mecer W170hn basicly an Clevo W170hn laptop. I had it repaired because the lan port just stopped working one day and i also complained about a overheating problem it reached 98 degrees celsius. I thougt it was abnormal for any system to get so hot and may damage the components. I used Core temp to read the temps.

 

Laptop specs:
intel core I7 2670qm
intel hm65 chipset
nvidia gt 540m
4 Gigs Ram
500G hdd

 

After the laptop was repaired, the mobo was swapped out and everything seemed to work fine. The overheating problem was gone. Well actualy the laptop can't perform hard enough to get hot.

 

I ran Chinebench r11.5 64x bit and got a cpu overall rating of 2.65 when power was plugged in and got even less when unplugged. Originally I got a 4.85 rating plugged in and a 2.85 rating when the laptops power weren't plugged in. Iv'e checked the frequancy and it goes down from 100% to 55% - 65% as soon as Chinebench starts benching and it seems intels Tubo core tech only kicks in when doing low end tasks and cpu isn't at full load. This bothers me alot because it effects my gaming performance. So if you can help me solve this mystery PLZ!!

Have you reviewed BIOS version and updating it? All drivers are been installed after the board swapping?

As for the part in bold, that's exactly how it's supposed to work. The throttling, however, is unusual, if you're saying that during the benchmark, all CPU cores drop to a lower frequency. If you don't mind, how has your gaming performance been affected?

Hi sorry I took so long to reply.

 

The frames have dropped 10 fps in NFS Shift 2 and a few other games as well, especially cpu intensive games. I've tried almost every possible solution. Is there a way to access the bios advanced locked options? I’ve found something that’s bothering me. Before the laptop was sent in there was an option in the hotkey power conversion mode. For a performance mode now it’s gone! There is only an option of balance and energy star mode the performance option is disabled (Grayed out). I’ve tried older and newer hotkey driver version but nothing seems to work! Oh and removing the driver doesn’t help! I also tried throttlestop but the app seems totally useless or just not working for my situation. Any ideas? Oh and I’ve sent the laptop in to the company and they just said they don’t know how to help and are totally clueless. I’ve asked for the bios upgrade or just the bios so that I can flush it myself but they refused. If anyone can help I would appreciate it.

I would at this stage try backing up your personal data and go for a clean installation with the appropriate drivers and utilities from Clevo
