Bought and installed HP nc8430 Integrated Bluetooth Module, Windows will not recognize it

I purchased and installed the integrated bluetooth module for my HP nc8430 and installed the driver and the HP Wireless Assistant, but all it ever does is give me the error: "Bluetooth Device Not Found". There is no option in the BIOS to enable/disable OMB bluetooth.

It seems that it does not recognize the radio device. Anything else I can try or is the module defective?
