well i mean sometimes you can get a vendor who will put something you know is good in, like for example the 7k60 hitachi 7200 rpm.
when you leave it up to them, they will generally pick what is cheapest for them, and correspondingly what is worst for you in terms of quality, which even sometimes correlates to speed --> like high latency generic RAM, for example.
so when you order with places that don't specify on the site exactly which type of component you'll be getting in your system, that's what can happen. i wasn't sure if you called them up and asked them what you were getting in there before you ordered it (that's what i would have done just to try and eke out the best components i could get).
but it's reassuring to know that you can send defective parts back to mwave and not have to send it all the way back to compal. their statement on the site says:

i was thinking mwave would just get your stuff and box it off to compal, but if you've heard that they will replace a component or something that they found defective themselves....
