AMD Processor Support has a lot of info on the speed switch problem. Just search a little. I got my copy of Power Now! (adds Power Now! tab and settings to Power Properties dialog) from there. I'm running the stock XP Home, Installed Power Now! in Win 2K compatability mode and have no problem selecting between slow, auto and fast (using the Power Now! tab, NOT the Power Schemes tab) on battery. On AC I only get Auto and Fast, however. They also have a speed indicator called Power Now! Dashboard.
I also installed an updated AMD processor driver whose readme fiule says:

KNOWN LIMITATIONS:
1) The processor performance state may not be restored to the maximum state
if the CPU runs at 100 percent. This problem occurs if the computer is
100 percent busywhen the power policy changes.
