And on mine it isn't....
I run rithdribl fullscreen at 800x600 and at 2x multisample, (not 4x).
I can see an obvious different feel when clicking and dragging models at 3.2 when compared to 2.4. My feeling reflects the fps counter.
Question it all you want, I know what fps feels like,.. this is 40 fps, not 28. If you were looking over my shoulder you would see it too.
Maybe you should try 2.4 instead of 1.6, maybe 1.6 is too low?
Try the same settings for fullscreen (800x600, multisample 2x).
